What does "World Rugby approved" actually mean?

World Rugby certifies match balls against a published specification: size, weight, shape and bounce tolerances.

A ball stating "conforms to World Rugby specifications" has been tested against that standard. Training, replica and leisure balls usually haven't, and aren't meant for competitive matches.

What size ball do I need?

Size 5 is the adult match size, from around age 14 up. Size 4 covers roughly ages 10 to 14, and Size 3 the younger age groups.

Mini and Midi balls are for the youngest mini-rugby bands. Check your club or league's own age-grade rules rather than relying on size alone.
